I have for long suspected the same, that in dams where catfish are used to passively feeding, they don't respond well to popping because they don't usually actively hunt.
One example is a smallish dam where fly anglers catch catfish using the slapping technique where the tandem flies, after getting the cat's attention, can sink down to bottom where they are waiting for the 'food' to come to them.
Popping hasn't resulted in any interest from cats in this same dam, I suspect because the lure remains suspended below popper and the catfish are unwilling to move up to intercept it.
Just a theory...
