If he has a commercial licence he cant take out charters as every person/crewmember that fishes on his boat needs to have done a pre-sea familiarization course -STCW-95-CODE A-V1 ie you have to be a card carrying commercial crewman to fish on a commercial boat if you have not done the course you may not climb onto a commercial boat to fish.
If he has no commercial licence he may take out charters but may not sell his fish .But it happens every where you just need to look at the Houtbay charter fleet they take head saws,ice and mutton cloth to sea to prep their yellowfin for the market.
